Garlic scapes are the flower stock of hardneck garlic varieties. The flower is removed to encourage the development of large garlic bulbs, and is completely edible. We recommend removing the flower bud (try infusing in vinegar) and try snapping the cut end off, it will naturally break where the fibrous part ends.
